It sounds like with the small raise that they are offering you its not worth the added stress. Are they really going to bring a legal secretary in and have you as well or were they going to make you do both? You have a lot to deal with besides learning a new job. I have passed up a few promotions in the years at my hospital and still ended up with a great job and a raise that was 10 bucks over what I used to make. So, if you have a good employer you may have not actually closed the door to a future promotion if you choose to stay. It sounds like they are putting the pressure on you and may not be such a good employer from what you just explained to us.

A few years I accepted a promotion, with a notable, but not exorbitant increase in pay in Corporate Accounting. I thought this was the perfect stepping stone but I was wrong. I hated the job, and wasn't particularly fond of my manager. After being there a few years my old position in payroll opened up again, and the payroll manager asked me if I wanted the job back. I told him yes as long as I could maintain my title and pay. He was able to accommodate me.

Bottom line, a promotion isn't always what it's cracked up to be. It's much better to find something that makes you happy.

Well, I had a third "follow up" meeting...

I explained I was under a great deal of pressure/stress at home and that I may be getting a divorce. That given my personal life is in such a state of crisis, I am not sure I can take more work on at this time. In a way, I feel badly about having to say this. But I also wanted them not to know why I felt compelled to not take the position (which I might have taken normally). I also said I wanted to have a higher salary increase. BUT, my supervisor said my boss is cheap (he is). He went so far as to say that there are two other people in the office who make less than me (my guess - current legal assistant and my dear friend, the clerk).

I feel pressured and now I feel I am in a quandry.

don't take it. and their doing that to you is unethical.

I can't tell you how much it means to me I got feedback from all of you!!!!

In the follow up meeting, I asked them to give me a written job description. He gave it to me, but then said part of those duties would be given to the other paralegal they intend to hire.

I said I wanted to review the job responsibilities and asked them if I could give them my answer tomorrow morning.

Is that seriously the going wage for a Legal Assistant? I think salary.com or whatever site it is usually has wages listed reasonably so I'd look it up there depending on where you live and all that. Sounds pretty low to me but then I'm in a different field.
