My Mom just became a Permanent Resident. She came to the US last month and she left a 18 years old daughter. Since she is a Permanent Resident, What are the steps that she needs to follow to petition for her and how long would it take for my sister to come to the US?

She would file an I-130. The wait time alone (before processing even begins) is in the neighborhood of 4 years. :(

Timeline

Your mother need to file an I-130 for your sister. Initially, your sister will be in the F2a family immigration category where there is a 5 years wait. Your sister will be over 21 years old by the time a visa becomes available, so she will be moved to the F2b category (unmarried sons & daughters over 21 years old of an LPR parent). Currently, visas are available to F2b beneficiaries with I-130 filed in February 2000. Age is determined at the time a visa becomes available and not at the time the I-130 is filed. If your sister is married, she will not be eligible for a visa as the child of an LPR.

If your mom becomes a US citizen (possibly in 3-5 years), your sister could be moved to F1 category (unmarried sons & daughters of USC) which has a 7 years wait (currently processing visas for folks who filed in May 2002) or to the F3 category (married sons & daughters of USC) which is currently processing I-130s filed July 2000.

To sum it up, your sister has a 5-9 years wait.
