Because a certificate of live birth is the official document.

If I go to my courthouse in West Virginia and ask for a copy of my birth certificate, the Clerk issues a document titled 'certificate of live birth'. Most states call the document by the same name. 'Certificate of live birth' also does not include all the information on file in the official records regarding the birth. It does however attest to the fact that a child was born on that date in that county, that it survived, and who the birth parents are.

The birth certificate given to your parents in the hospital when you were born is legally regarded as a 'souvenir' document. The record of your birth that the hospital submits to the courthouse (that your parents may have gotten a copy of) is not a legal document. All courthouses issue an document that summarizes the actual birth record contained in the stored volumes.

Look at your birth certificate that you had to produce for immigration purposes (if you are the USC) and see what the title of the document is at the top. Many will be called 'certificate of live birth'.
