Im waiting for packet 3 also since around April 6th. I contacted the embassy asking about it and in their response it wasnt even mentioned. They only attached a document explaining what the IMBRA is.

Our NOA1 is march 14th and the Embassy is in Buenos Aires.....maybe things are going slower there....
