No. Delbros is the visa delivery system used by the US embassy in Manila. They won't be delivering your visa so you won't have to pay them. Check in the Canadian forum to see how your visa will be delivered/sent and whether there is a fee for that. You may be able to pick it up yourself and not have to pay a fee.

how about the document verification do I still need to pay for that???

again that is related to the Manila embassy and as far as I know you won't have to. We did not go through the Manila embassy and did not have to pay document verification.
