We live on the US/Mexico border.

What's the fastest way to get my Fiancee into the U.S?

She currently has a tourist Visa.

I spoke with USCIS and I was told that they recommended I submit the I-130 form, wait to get a receipt and afterwards submit the I-129F.

Is it true that by doing so, I will only need to pay for one form instead of both?

Is it ok to submit both forms to see which one gets approved faster?

You can't file both petitions at once:

- K1 requires you to NOT be married when you file the petition (and to stay unmarried until the visa is approved and you're both in the US, where you have to get married).

- K3 requires you to BE married when you file the petition.

What the USCIS is talking about is the K3 visa which will require you to file both petitions at once. Ciudad Juarez is a time consuming agency for some visas and it would be best to see if you can find out from other members who have gone through there or are still waiting and hear what they have to say.
