My beneficiary is trying to send everything to Mumbai consulate via VFS office (VFS is courier service used in India by US consulates in India) in her local city of residence. However, VFS is asking her to refill the DS230 Part I (not a copy of sent DS230 but a new one...) even though it has been submitted to NVC and received by consulate. Have others encountered this problem in India or else where???

They're probably thinking she's going for a K visa instead of a CR1/IR1. I'm not familiar with the US embassy in Mumbai, but if you already sent everything to the NVC, what is left to send the embassy?

I had my husband make a copy of the DS230 I & II before he signed it and sent it to NVC. So I guess if they ask for it again, he can give them another one. What the heck. 2 is better than none.

It is probably standard procedure since many visas issued are not CR1/IR1. Probably don't need to fill out again, but the VFS people are probably not very knowledgable about the different types. My Guess. Ask the NVC.

My husband went through New Delhi consulate. At the VFS office, he only paid the courier fees and was asked to carry the proof of relationship to the interview. For CR1/IR1, the beneficiary shouldn't be asked to fill another ds230. Your spouse can show the VFS office the checklist from NVC which is included in the interview letter, this is proof that the NVC received and reviewed ds 230.
