police certificate/birth certificate

first off I want to say that this is an excellent site. newbie here.

I have 2 issues and would like some advice. I am currently filing a K1 petition the embassy she will use when the petition is approved will be the embassy in Amman Jordan. My fiance is an Iraqi citizen we are trying to get together some of the necessary paperwork she will need. The police certificate to show she does not have a criminal background. She went to a police station in Iraq and requested a police certificate. She was told that they do not issue such a document. I know that this is needed either prior to or at the interview. What can she do if she can't get this police certificate at the Iraqi police station? I read somewhere that she may be able to attain one at the Iraqi embassy there in Amman Jordan. Anyone know if this is true or not? Also in Iraq they do not have birth certificates. She only has a card showing her as an Iraqi citizen and a current passport. How can she get one (birth certificate) if none is issued there in Iraq? What are the ramifications for not having these paperwork. Any word of advice will be helpful.
