Does an EAD entitle me to instate tuition or do I still need to enroll as an international student?

That would be for the school to decide.... but EAD by itself does not convey permanent US residence.

Example from a school site:

If you are in the US on a J, H, L, K, or R visa and are not planning to obtain an I-20, your application requirements will be different. Please contact the International Student Admissions Representative with questions.

Until you have adjusted from your entry status you remain on that status...

Yes, it depends on the school. Most schools will consider you an out-of-state student with an EAD card. But other schools will do the same even if you have your resident card and have lived in the state for less than 6-12 months.

It's best to check with them before registering for any classes.

With EAD you could potentially work there but it doesn't give you resident status. Only an LPR/PR (green card) will give you that status and even then many institutions will require you be a resident for a certain period of time.

Not sure if this helps, but I inquired at the local university because I was considering school, and they told me that I had to be a resident for 12 months to get instate tuition, and that I could include the time spent on my K-1 visa and the time while I am out of status/adjusting status. So since I came here in june, I can go to school w/ instate tuition after next june.
