Expedite request without the reciept number?

Hello,

I posted this in the wrong section before.

My stepchildren were in the area of Pakistan that suffered the earthquake and are among those who are displaced.

I filed the I-130 at the end of September for them (couldn't file K-4 because my husband is living in another country than them, so we had to go the I-130 route). I still haven't recieved a reciept for the I-130 application for them and my checks have not yet been cashed.

And of course my husband's I-130 and I-129F are still pending and have fallen into the VSC black hole.

How can I go about requesting an expedite request if I don't even have a reciept number? Is it possible?

Any advice is greatly appreciated.

As difficult as it is, I do not think being located in a region of a recent natual disaster would qualify....
