FOIA requests are supposed to be answered within 20 days: http://www.usdoj.gov/04foia/referenceguidemay99.htm#how

You can also make a request directly to the FBI to see what is on his record - takes longer and requires fingerprints

I'm just wondering what reasons Customs gave for refusing entry on the VWP at the POE????

First of all, it would not be customs that would deny someone entry. It would be immigration.

Second, they can turn you back for any reason at POE, but probably the most likely reasons are either that they suspect you have immigrant intent, or that you are not using the VWP as it is intended.
