How do we assure such aid is getting directly to the population? Don't get me wrong; I'm all for helping the less than fortunate. I just believe that such aid is better delivered and funded by non-profit international charities that actually have a genuine care for who they are helping. I would trust such organizations much more with our tax dollars than I would some bureaucrat. I believe it would also help keep that money from being laundered into some rebel warlord's hands.

Also, the money dedicated to fight AIDS by the US government is riddled with stupidity. They want to primarly tackle the AIDS epidemic with abstinence, moral teachings, and other religious nonsense, while not not messing with safe needle exchange, safe sex, and condom distribution. Congress had to put that stipulation on it to get the fundie conservatives to pass it. Might as well take that 50B and flush it. Cause it won't help a damn thing.

That doesn't sound like a bad idea. We can save revenue in delivery costs too. All we need to do is give the aid directly to the NGOs. Perhaps help them in deployment logistics.

10000% in agreement about AIDS funds. This is what the Bush administration has in mind to spread its moral stupidity around the planet. Real healthcare and real educational missions need to be sent. But if that's a quagmire at home I can't see it happening with the likes of religious nutters repetitively attempting to impose their will on their own population. God forbid they continue to do so by conditioning foreign aid this way.
