Check the "Guide to Naturalization" that is published by the USCIS. It has everything you need to know about the process and the associated requirements

YMMV

Gee, do I have to look back? Really do not recall anything on the application requiring a SS card, but wife and daughter sure needed one, even with their EAD to get a job and even to get their driver's license at the time. Went back three times, first for the EAD, then for the green card removing the restrictions, then for USC to change the alien status, is free and just takes a couple of minutes. Can mail off the proof they require, want originals, and you may never get that back, so like to go in personally so they can make copies of your stuff and give it right back.

Would the lack of a SSN also possibly indicate that this person may not have filed the appropriate tax returns while they were a permanent resident?

YMMV

I am just trying to help a friend of mine.

Can someone applies citizenship without a Social Security Number? She is an immigrant though..

I'm curious why she doesn't have valid social security number.

If she is eligible for US citizen, she should have it.

Does she know the number ? That's different story.

But then as somebody else pointed out, how did she file tax return?

It doesn't make sense to me.

Maybe not everyone is willing to sacrifice liberty for the sake of convenience and submission to the tyranny of government?

If she is eligible for US citizen, she should have it.
Why?

Not everyone is required to file a tax return.

No doubt.

PEOPLE: READ THE APPLICATION FORM INSTRUCTIONS!!!! They have a lot of good information in them! Most of the questions I see on VJ are clearly addressed by the form instructions. Give them a read!! If you are unable to understand the form instructions, I highly recommend hiring someone who does to help you with the process. Our process, from K-1 to Citizenship and U.S. Passport is completed. Good luck with your process.
