Romania/US child custody issue

Timeline

My friend is Romanian and in the US on a CR-1 visa, with the conditions currently being removed. She has a 2 month old baby and is in a horrible marriage. She wants desperately to return to Romania but is unsure of the rules and laws involved. Leaving her baby in the US is NOT an option. Can anyone help me to help her in this situation? What are her options?

Timeline

If she divorces, a lot will depend on who gets custody and what the visitation arrangements are, as well as which state they live in. Many divorces will include a clause that even if one spouse has full legal custody, they are not allowed to take the child out of the country without the agreement of the other parent. She needs to consult with a good divorce attorney, as the child custody issue (assuming the child is the USC husband's biological child) has nothing to do with her immigration.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
