well the safe is 2 for each application and yes the fee is inclusive

we sent 2 for each =4 photos

I call USCIS and asked them. She said assemble them as separate applications, so don't put 6 photos in one ziplock. Attach 2 photos in ziplock bag with each application and clip each application together in it's own section.
