DS-157 Form question...confused

Ok, so I received Packet 3 recently. I am a little confused. It says the DS-157 is for the Male applicant. Is this for the petitioner or for the beneficiary to fill out? Just does not seem clear. Help~!

All of these forms have to be filled out by the beneficiary, who is now known as the 'applicant'. if the beneficiary is female then she doesnt need to fill out the DS 157
