used the landlines they don't accept the cellphone if you call usem call center the best time to call is 7 ;30 am Philippines time

It should be +63 (2) 301-2000 whereas "+" is the IDD access code "63" is the Philippine country code and "2" is the area code for Manila. It should not be 02 whereas the 0 here is the code to make NDD calls.
