We submitted paperwork for my husband at the end of September 23rd ish and haven't yet heard from VSC. Should I get worried? Is there anyway to verify that they did get the paperwork??

How did you send the package? The recommendation is to send it via a method that can be tracked by USPS - priority mail with delivery confirmation, signature confirmation or return receipt. If you did this, you can check on line and determine when your package was delivered to USCIS. The other option is to check and see when your cheque was cashed, if you sent a cheque, or the money order was redeemed if you sent a money order. The first should be available through your bank and the second through whomever you purchased the money order. If your money hasn't yet been 'cashed', then I would be concerned. If it has, then wait until 30 days after it was cashed and if you still haven't received your NOA call the mis-information line and have them escalate your call to an immigration officer to see if they have more information on your status. If it hasn't been cashed or if the wait for the NOA stretches on, then you may wish to make an infopass appointment to verify its' receipt and to get your unexpired passport stamped with the I-551 extension stamp.

Thank you this really helps! Unfortunately hubby was the sender of the package and didn't get the tracking confirmation and we sent a money order so I can't check the check. I'm going to go tonight to trace the money order and see if it was cashed.
