If providers see that their networks are becoming too tasked, implement a cap system which is being done now. I'm sure Comcast knows inevitably they will lose the network neutrality dispute, which is why they're moving ahead.

Now see. I think there's a little bit of inconsistency on your part here. The providers are wanting to charge businesses like NBC universal for network use here, and you would rather they charge the customer and let the businesses ride for free. Are you now for a form of corporate welfare on the backs of the consumers?

This is already the case. You missed reading that part. They're called taxpayers.

You also missed the municipal part.

Tax Payers did not pay to build cable systems.

What property do they use to lay down their fiber? And who pays for that? Who maintains it?

Hint: It's not their property.

Do you think they just come in and dig up the ground for free??? Do you have any idea how much money cable companies pay the cities for the rights to dig up the ground? (Hint, notice all the ugly poles that still have cable on them). And by the way- who maintains it--- THEY DO! Who owns the poles?-usually Not the city, that's who. Telephone and power companies own the poles and cable companies have to pay serious permitting fees for every single pole attachment they make, and if it is deemed to be excessive THEY (not the cities, not the tax payers) have to pay to make it ready for access. Now, there may be parts of the country where cities actually own the poles too, but again they charge hefty fees for attachments and make-ready preparations also.

Tax payers did not fund jack. Private companies are paying to install, maintain and upgrade these networks. Whereas google has a handful of servers to maintain in a few key locations.

Your excuse for google is the equivalent of a community building a private road for their residents. So the residents pay a fixed fee to maintain it. Now imagine a handful of companies decide to use it daily to transport goods on it. This then increases to 24/7 traffic and the same companies start sending larger and heavier trucks down these streets, forcing the community to constantly repair and upgrade their roads to handle the load. If only a handful of companies are using the road 85% of the time, then the owner of the roads should have a right to demand that the company that owns these trucks pays their fair share; to maintain and expand the roads when necessary.

Following on with the above example, the concept of a capping prevents one single user from hogging the road for their own personal use.

Only in brand new housing tracts. Poles are being taken down at a very slow rate each year- about 15 per city per year and only in high visibility areas. Those poles in your backyard will be there until the year 2125, and again- it's the Power Companies, Telephone Companies, and Cable Companies that pay every penny of the cost to remove the poles, run new lines, trench the ground, and lay the conduits.
