Does anyone know how I can track my files that are sent from the NVC to the consulate?

First off, call NVC and confirm with an operator if your case has been forwarded to the consulate or not, if yes, then do get the date.

Once you got the date, then go to this dhl tracking site

Say operator tells you that your case was forwarded on 20th October; so type out ---> EXP 20 OCT 2008A

It will show you a list of consulates once you type out that date, and you will have to find Kuwait from there. But don't take 20th October as granted, basically you will have to play around with the dates a bit, if Kuwait isn't shown on EXP 20 OCT 2008A then do type out something like EXP 19 OCT 2008A or EXP 21 OCT 2008A.

Hi..I sent an email to US Embassy in Kuwait 5 days after NVC sent the file.USEM Kuwait replied my email telling that they have received my case with the list of requirements. Follow the advice from trinket to check your status : the machine isnt updated so talk with an agent/operator and get your case number. Email KuwaitIV@state.gov with your petitioner name,beneficiary name, and your case number. If your case will be forwarded to USEM in Kuwait, your case number will be started with KWT. Dont wait for the mail; many of my letters, cards, and packages got lost with the Kuwait postal service. Good luck..
