No DV process not retroactive

I'd like to share to everyone that my wife just called the US Embassy today and she was informed that my DV is not yet with the Embassy after six weeks. She then asked if the DV is no longer required and Grace mentioned that it is a new process this October. My wife asked if they can do something about it and she said there's nothing she can do about it. Haay naku. NSO talaga! Good luck to all those waiting for their visas due to DV.

Check the website. They would require a marriage index though. That's good news for new applicants. But for those already interviewed Aug/Sep, DV process is still required.

Here's the link to the recent discussions regarding DV. It has specific links to the US Embassy. In spite of all discussions regarding this, it is still an ongoing issue right now at the embassy.

I would suggest that you go through the safe route and pay the DV just in case. Also, bring NSO certified docs such as birth certificate, marriage certificate (if applicable), CENOMAR or CENMAR.

Hmm this is good news but I talked to a friend who works for homeland security...They will still verify all the docs but they will allow you to get your visa and come to the states. If they find your docs are frauds, officers of home land security will kick your front door in, storm in, put tape over your mouth, a plastic bag over your head and drag you away and sell you into prostiution in Africa!

Got to love the fact my wife was preggy and even with a RFE @ NVC she was still here in under 5 months!

Do note that this seems only to be a stop gap measure to lighten up the backlog of the US Embassy. There are rumours that there are 6000 cases still waiting approval. And there are still conflicting instructions from the website (as I have just checked right now) and contradicting answers from the Visa Immigration Unit. Honestly, I don't think the DV will be permantly removed due to high cases of fraud here.

Well cases are definitely moving faster through the system in the states at the service centers and NVC so it makes sense that USEM is getting more cases dumped in their lap lately. Let's hope that they deal with the increased load intelligently.

11/25/2008- Medical at St Lukes everything ok!!!!!!

12/12/2008- Interview complete but need Marriage Index from NSO. Applied for 12/15/2008

01/06/2009- Got Marriage Index at NSO & took it to USEM, was told they will call when Visa can be picked up

01/16/2009- Visa delivered by Delbros....fantastic!!!!

The marriage index is the index of marriages in the Philippines as maintained by the NSO. It's a actually a misnomer by the US Embassy. What they would require actually is the certificate of marriage or CENMAR which is actually a certification that so-and-so was married to so-and-so on this date and in that place. Do note that this is on top of the "marriage certificate" which is actually a certified copy of the marriage contract obtained from the local civil registrar's office.

Since the DV process still has issues I suggest that you do the following:

1. Pay the DV in advance nonetheless:

2. Bring the following NSO certified documents during the interview:

a. birth certificate

b. marriage certificate (if applicable) - this is the copy of the marriage contract

c. CENOMAR (if single) or the "marriage index" or CENMAR (if married)
