They also can't run a pasport to make sure it really who it says it is. So, someone runs a red light, shows their passport and foreign license. They get a ticket and summoned to court for driving with an invalid license. The show and pay the fine, or they don't show up at all. They don't get ICE involved with the minor cases. They don't have the manpower.

What do you think a cop is doing when he goes back to his cop car after pulling you over? Seeing if there's anything else on you by verifying with the dispatchers.
