PART 5 QUEWTION #21c-I already put #1 for my hysband in 21a now in 21 c asked if you currently maries anter1 but I already put my husband what I have to put 0 or 1

part 7 #28 do I need put balanace for my husband because I can put only for the house checking and saving in his country is not possible or I don't need put his assets

21c should be 0. You only include your husband there is he is not the immigrant. Is your income below or close to the poverty line? If it is above you don't need to include his income. If it is below and you are using his income to help you qualify then include any money in bank accounts. It doesn't matter if they are checking or savings. If he has money in the bank and your income is too low then put it on that line.
