Next time you visit "your friends" over in London, take note of the actual evidence cited by actual police people like Scotland Yard. As in cameras capturing a very small amount of the total crime. In a nation where there is an estimate 10-15 cameras per citizen, I'd say there's plenty of CCTV around town.

Oh, and also ask your friends in "London" about the different sectors of the city where people of different ethnicities congregate. I'm sure you can do more than a double decker tour.

Where education and welfare falls into place- I'm sure something about equal access can fall into the analysis- unless you'd also like to ignore the real world circumstances (cause and effect) that once again creep into most rational arguments behind constructing population dynamics in any situation where the absence of proper education and social support exist.
