My wife is Filipina living in Japan, she needs an NBI clearance from the Philippines. Does she need a power of attorney for a family member in the Philippines to obtain it for her, or is there anything else she needs to give them? She had her fingerprints taken already and she will be sending that, but is there anything else they will need?

When we sent my husband's fingerprints from Dubai to Philippines to obtain the clearance we sent it with a letter stating that he authorized his cousin to obtain the clearance for him. I think we wrote something like "I 'so and so' authorize 'so and so' to obtain the police clearance for me in my absence" and then signed and dated it. That was all we sent and his cousin didn't have any problems.
