If she goes over on a j1 and is going to a university, her odds are over 90 percent! Almost every single russian girl will be approved for it! But universities and agencies usually only do the visas in late spring.

Yep, J1 for W&T is rarely denied. And while arrivals (summer work) start in late spring (we managed to get to the US as early as end of April back in 2004) it is best to start application process in November-December.
