The U.S. Embassy in Tokyo received my approved I-129f from the NVC almost a month and a half ago. My wife still has not gotten her instruction sheets in the mail. She got a phone call from the embassy saying that the post man could not find her house, and that they would try to send it again. They mailed it out again on Sep 19 and we still have not received the instructions. The embassy requires 20 dollars per phone call to inquire, which i gladly pay but all I get is told that they will look into it. My wife and I are so close to the end of our journey, any help anyone could offer would be greatly appreciated

Do they have the information online? Will they allow a in-person pickup?

YMMV

I asked if they will allow her to pick it up directly and I was told she would look into it. that was about a week ago. i dont know how to check if they have it online, but their website is difficult to navigate.

Looks pretty simple and straightforward to me... at least it is a start

http://tokyo.usembassy.gov/e/visa/tvisa-ivapplication.html

Does this apply to the Non-immigrant K3 visa as well?

Much of it I would think, as the interview is performed at the immigrant visa unit... The obvious differences would be I-134 instead of I-864, $131 per visa instead of $400. In addition DS-156, DS-157 probably need be prepared. Many times only the DS-230 Part I instead of the entire form.
