I was hoping someone else might know the answer to my situation. My fiancee worked for more then a year in Korea, but is now in another country. On one website I was told that you should go to the U.S. embassy or consulate for the police certificate. I was wondering if this was true or that the Korean embassy or consulate is the place to go. Does anyone also know how long it might take to get a police certificate? Thank you.

Which Korea North or South?

If South forget about it, they are not available:

Police Records

Korean National Police Certificate (Crime-Investigation History Report: Bomjoi-Soosa Kyongreok Johoi Hoiboseo) is available to visa applicants of any nationality who are physically present in South Korea. The new KNPC now includes all serious crimes since 1945, regardless of expungement benefits under Korean law, and misdemeanors for five years, according to the Individual Information Protection Law of March 2003.

Applicants presently in Korea: Foreign nationals, regardless of visa status, and Korean citizens must apply in person at any local police station. The KNP checks non-Koreans according to the requestor’s Korean alien registration card or passport. Korean citizens must show a Korean identity card with the Korean citizen’s unique, lifetime Korean identification number, which is found on Korean national identity cards and Korean passports adjacent to the applicant’s name. KNP processing is no fee and takes less than one hour. The new KNPC bears a red ink half inch square stamp on the bottom containing the Korean characters for National Police. It is issued in Korean only and applicants must attach a complete English translation, certified as true and correct by anyone competent in Korean and English, for the visa interview. A simple computer printout of criminal records is issued with the Korean annotation for information only, has no red ink stamp and is not a KNPC for visa purposes.

Applicants outside of Korea: Unavailable.

And they are definitely not available for North Korea:

If your fiancee still has his/her Alien registration number someone might be able to just walk into a police station and ask. My brother once picked up my Police Record using my Alien registration card (I was still in the country but not able to make it to the police station). If your fiancee lived in South Korea for any lenth of time he will know that you can often do stuff in Korea by just asking no matter what is officially possible.

On the other hand - if this is not officially possible I cant see how they can make you fly back to Korea just to get a Police Report. I would also check with the Korean consulate though. All teachers in Korea now require a Police Report from other countries, so they might have updated their policies.

Good luck

IF DOS Indicates that reports are UNAVAILABLE on the reciprocity table, then don't bother trying to get them, the consulate doing the interview is aware that you CANNOT get them and won't require them.

I was required by usem to acquire a police clearance from Taiwan even though its way back 12 years. Instead of going to Taiwan embassy, I went to TECO here in Makati. It takes 3 to 4 weeks duration to receive the clearance as advised in the application form. In your case, you try to go to there embassy or consulate and ask them how to apply for the clearance.

Maybe this one will help you on how to obtain a police certificate in Korea, visit the website and just scroll to the country of your choice in obtaining a police clearance.

US Embassy and Canadian Embassy have the same procedure in securing police clearance. I just got mine from Italy and it took me 1 week in getting one. Good luck

Again why bother, DOS indicates that Police cert for KOREA are NOT available to persons living outside of Korea, when the reciprocity table indicates a police cert is NOT available the they do not need to attempt to get them. The Consulate knows they are not available so WILL NOT DEMAND THEM.

They are NOT immigrating to Canada, so why do you provide information that they don't need??

 This is good advice. The website of the Korean Embassy to the US provides information on obtaining a Korean police certificate from outside of Korea, but I presume that this type of certificate is not acceptable for US immigration purposes. If it were, the DOS reciprocity table would list this information, not "unavailable."

Improved USCIS Form G-325A (Biographic Information)

Form field input font changed to allow entry of dates in the specified format and to provide more space for addresses and employment history. This is the 6/12/09 version of the form; the current version is 8/8/11, but previous versions are accepted per the USCIS forms page.

There is a procedure for obtaining a Korean police certificate through a Korean consulate. But it appears that this certificate is not sufficient for immigration purposes, else the DOS website would list this procedure. Instead, it says "unavailable" for applicants outside of Korea.

As the earlier poster said, if the DOS reciprocity table says "Unavailable," then that's what the consulate will go by. They will not demand a document that DOS says is unavailable.
