Yeah, where is this info coming from? The whole DV thing seems to be a huge hold up and is one of the things I worry about as I plan to try to fly back to the US with my fiancee after the interview... and the whole DV and AR are the two biggest wildcards for that.

From the US Embassy Manila website:

"Applicants whose visa eligibility is dependent upon their marital status (i.e. K-1, K-3, CR-1, IR-1, F-1 and F2-B categories) will normally need to have their documents verified through the National Statistics Office (NSO) before the U.S. Embassy in Manila can issue the visa. Those with a delayed birth or death certificate or only local civil registrar copies of such documents may need to have their documents verified."

What you quoted says that document verification is needed, what I and the previous poster quoted stated the opposite, that document verification wouldn't be needed after october 2008, just a CENOMAR. Am I missing something (if you think so explain it completely... small words typed slow wouldn't hurt my feelings either)?

On this link http://manila.usembassy.gov/wwwh3238.html , where the Immigrant and K Visa Applicant Appointment Package/Instructions, specifically Fiance(e) (K1/K2) Visa Applicants’ Interview Preparation Instructions (English) is posted... as of October 2008... they wiped out the portion about document verification.

BUT on this link http://manila.usembassy.gov/wwwh3219.html , it states "Applicants whose visa eligibility is dependent upon their marital status (i.e. K-1, K-3, CR-1, IR-1, F-1 and F2-B categories) will normally need to have their documents verified through the National Statistics Office (NSO) before the U.S. Embassy in Manila can issue the visa. Both links came from USEM official website so whether or not DV is removed, we dont know. As for applicants who were interviewed before October 2008, most of us submitted CENOMAR and BC issued by NSO and printed on NSO security paper. I was asked to provide those on the initial interview (by the pre-screener). And still they have us go thru DV. Their reason is there are a lot counterfeit BC and CENOMAR going around.

By the sound of the USEM statements quoted above by Pinglocalhostess, i am inclined to think that DV is still part of the process and USEM outsources the job to Delbros who handles the counter-checking/document verification with NSO. The DV workflow is like this - USEM during the interview with applicant checks/verifies documents --> USEM calls Delbros to counter-check with NSO --> Delbros coordinates with NSO --> NSO submits to Delbros --> Delbros submits to USEM (final stage) --> USEM takes a little more while to counter-check--> USEM sees documents to be authenticate documents --> USEM engages Delbros to deliver the passport with the visa--...total number of coordination 5 times(for the dv process) ...this is where the bottleneck is...and i am inclined to think further that if your marital status is a little bit more complicated then it would entail a lot of rework, for example if you were annulled or divorced or had a child out of wedlock who will travel with you they would do an independent dv on that too...plus... you might want to also give some allowance for mishandling of documents during the dv process just like the case for Bevs and her son...o boi...that would force you to endure a little bit more... but i hope you guys recieve your visas soon... sincerely...

According to their hotline, after you paid DV. USEM will send your docs to NSO thru Delbros every monday. And every friday, USEM will pick up the results themselves from NSO. They will forward the DV results to the CO who will review it and approve the visa (if all is okay). Then they'll release the passport with the visa and the packet to Delbros so they can deliver it to right recipient.

Well, I hope the DV step is removed, it's one of those big uncertainties as far as processing time goes... but so far it seems like bad advice to tell people that it's gone... too many people don't seem to realize it needs to be paid early to begin with and until we have at least a good solid month of no DV being required it seems to risky to promote that. I am feeling at least a little lucky that I'm months away from getting to really worry about DV and by the time I need to know for certain, there'll be enough evidence one way or another to know.

well if that's the case that they gonna removed the DV, thats is good, esp for others who still having there interview. wala naman tagala yan dati, way back 2004, i was interviewed also and after my interview i got my visa after 5 days. i dont feel any headache and frustration at all , not like this time, im feeling all the burden cuz of this waiting. dagdag lang yan sa expenses natin, at na dedelay lang visa natin dahil sa stupid DV na yan. mabuti nga at na realize na nila anong epekto ng DV na yan...

In principle there should be nothing with DV as we are a high fraud country. Travel agencies are reported to be closed because they issue fraudulent documents including those of the NSO's.

What is frustrating to say the least is NSO utmost inefficiency to process the DV. It is quite ironic again to say the least that you can request a new set of documents from NSO within four days and for NSO to take at least four weeks to do the same for the US Embassy.
