Appointment Times: Seoul vs Manila

What should I do, I filed my wifes petition in Korea and it just got approved. Now I have been looking at appointment dates at both embassies and it seems that they are both filled up till the end of june / beginning of july. Due to financial issues, im trying to figure out whats best. Have my wife wait for a Korean tourist visa and fly to korea, have her do the interview there then fly over. Or have the case transferred to manila and then have her do the interview in manila then fly over.

Any thoughts or inputs?
