Hello I am currently in need of some help. I applied for my wifes I-130 Visa in June of 2007 through Embassy reps that visited Misawa AB Japan. My wife is a Philippine National and is here with me in Japan under the SOFA status agreement. Since June of 2007 the Embassy has contacted us in Feb 08 regarding a payment that we needed to make so they could obtain some paperwork from the US Embassy in Manila. We payed the money for the papers and followed up with the Embassy in Tokyo almost weekly for a status check since our PCS "Permanent Change of Station" Date was quickly arriving "July 2008"......As time got closer to our PCS date May-June I informed my Chain of Command about the situation and they granted me a 6 month Extension For us to complete the visa process....(off Topic) (Mean while we are blessed with a Baby Boy...And now one more on the way)...So we get the 6 month extension...She travels home in Aug 08...She renews her NBI Clearance and Police clearance and gets a new Passport so they wont expire before we get the interview date...And I travel to the States and speak with my Congresswoman's constituent liaison about my situation and give her copies of all my supporting documents for the I-130 case...So now its been over 14 months in process there is no time line of a estimate completion date, my PCS date is approaching fast 10Jan09...When I Contact the Tokyo US Embassy"About 2-3 times a month" they say they are waiting of papers from the US Embassy in Manila...And when my wife called the US Embassy In Manila they said to Contact the US Embassy in Tokyo about the process...So we do not know which papers we need from the Embassy in Manila and Tokyo Embassy wont tell us which one either....So am asking if anyone knows what to do form here let me know....We have a clueless visa person here on base... and a legal office which is close to clueless because they are mostly for military matters...HELP!!!!!! Ohh BTW Arent I suppose to get this NOA thingy....Never got one.......

my husband was also assigned in japan, but i don't have sure answer on how to help you. all i can think is for you to figure out what document is causing the delay and call again the US embassy manila and tell them that the us embassy in japan is waiting for the said document for completion of her visa requirements.

or can you ask the us embassy manila to resumbit again the document maybe the us embassy in japan wasn't able to receive it, though you might need to pay again.

This NOA thingy is only when you file stateside with the USCIS.

Since you are teh USC and this is your petition, have you thought about contacting the USE in Manila?

I will call USE Manila to see if they mailed the Docs or if they are still processing them...Thanks for the advice...I will keep you all posted...

Well her sister contacted the Delbros company in the US Embassy in Manila...They Verified that we paid and checked to see when the document transaction was requested...Apparently the Tokyo Embassy Never requested the documents from the Delbros Company. So since Feb 08 we have been waiting for a document that has never been requested for...EPIC FAIL...SO with this new info I contact my Congress Women’s Liaison and tools her what I found out...She responded to me...and it sounds like the Embassies are going too play point he finger while my family is getting one step closer the being torn apart because they know they F*ed up and wont admit to it...hopefully by the end of the week Tokyo sends a new request and the Delbors can then completer the order...

Why does she need a paperwork in the Philippine Embassy? You are processing the visa in Japan and she is there with you, you should file the I-130 in the US EMBASSY in Japan.. this is what they called Direct Consular Filing.. Did you read the information and follow the procedures in the website below before you filed the petition? The only thing your wife needed in the Philippine is an NBI clearance, and marriage certificate if the marriage took place in the philippines.

You should call the US Embassy in Tokyo and discuss your situation.. If the other person can not answer your questions, try calling another person.

I feel your pain bro! My wife is from Thailand and a friend of hers got married to a guy stationed at Misawa AB, he was suppose to PCS to an AB in the UK but his wife's visa wasn't approved so he somehow got orders to Hickam and she somehow ended up with a visa. I don't know exactly who they talked to or what they did but if I find out I'll let you know cause I'm still trying to get my wife and daughter here to the U.S. I'm to the point of volunteering to deploy to get their visas expedited.

Its much more complicated then the black and white you read at the Links you sent. I have read through everything they have posted on the filing in Japan for a Philipino wife. Apparently they need more than "The only thing your wife needed in the Philippine is an NBI clearance, and marriage certificate if the marriage took place in the philippines".

Here is an Email I get about once a week form the Embassy:

Dear Mr. EVANGELINE ***************

We have reviewed your immigrant application case and have some questions

regarding the documents or information provided, which must be resolved

before we can continue processing your case. In some cases, this often

requires contacting other countries for information, which may add

several weeks to several months to the processing of the case. We

regret the extra time involved, but we will contact you as soon as these

issues are resolved. Although we understand your concern,

unfortunately, at this stage, we can not provide you with a concrete

schedule. As soon as the required information is returned to our IV

unit, we will contact you to give your further instructions.

Ohh and you cant call anyone in the Embassy directly, you calll a help center which takes your inquire down. Then they forward that to someone in the Embassy...BTW each call cost about $20.00, so it adds up quick. also they dont speak very good English and my Nihongo isnt that good either...

Hi there,

You can always contact Visa Services in DC. Their contact info is below. They were helpful to us at one point. You do have to wait ten or fifteen minutes on hold, so be prepared. If the first specialist isn't helpful, try again. The person I talked to the first time was a big help. Also the American Immigration Lawyers Association (AILA) has a pro bono Military Assistance Program. http://www.aila.org/content/default.aspx?docid=24108
