Going back to Ukraine, now with new baby, and new questions

My wife, from Ukraine, is planning to return for a trip. She wants to bring our American born (now 8 month old, to be over a year when we go) baby back with her. If I go to has yet to be decided. SO!

WHAT DOCUMENTS DOES BABY NEED?

My Idea: a US passport and visa will be enough for baby.

BUT: Mom is worried that mom will not be able to return with baby, from Ukraine, since mom's name has been changed since marriage. She is basically afraid the Ukrainian government will think she is kidnapping an American baby.

Mom's Idea: (Mom has her permanent residency card but not US citizenship). Mom wants a stamp or something in her passport saying that she is the mother of our baby. AND, mom wants to get documents to change our American born baby to a Ukrainian citizen (while here in the US). She thinks Ukrainian citizenship, over the years, will be cheaper/easier than getting new Visa's every other year... and will guarantee that mom and baby can travel together. Of course, mom has no idea how to do this. Mom keeps yelling "Apostile" at me. I'm supposed to take care of all this but don't know how.

your US child does NOT need a visa to visit Ukraine if it will be for 90 days or less and even if that rule changes you can get a 5 year multi visa for $100 or so

Your wife should carry a notarized statement from you indicating she can travel with the child

From what I understand Ukraine does NOT recognize dual citizenship.

Your baby of course has to have a US passport. Get a notorized copy of your baby's birth certificate. That has both names on it, right. and write a letter stating that you give permission for your wife to take your daughter out of the country without you. Some countries require this, some don't, but it is a good idea. Ypu can also get a notarized copy of your marriage certificate. Nothing wrong with over-preparing.

Your baby need a US passport to be able to travel out of the country, my daughter who is 2 got one.

Also there's a special endorsement page on the passport where the mum have to print her name and sign the passport as a proof of being the mum and being able to travel with the baby, I will also checked with the Ukraine immigration laws if i were you.

Any translation service in Ukraine (and there are many) will stamp the translation with the needed stamps.

When my wife exited Ukraine she needed to provide a copy of her marriage certificate to bridge the name gap from her passport to her greencard. What we had was in English... No problems at exit passport control. I believe most if not all the passport control officers speak/read/write English.

I suggest you contact the U.S. embassy in Kyiv for proper procedures and questions. Because of the fear throughout the world of one parent taking children away from another, there is a stricter determination to any children traveling, especially very small ones.

When in doubt this is always good advice....

All here is documentable. You have the baby's US birth certificate with both parents names, you have marriage certificates showing her name change. You can provide a notarized statement she can travel with the child, I would recommend it, the Ukraine authorities are very paticular about this. The baby does not need a visa to go to Ukraine as a US citizen but get a passport. Do not change citizenship of the baby, why? Then you WOULD need a visa for the child to travel.

It would also not be a bad idea to contact the embassy but I can find nothing that would require anything unusual. It is not necessary to have translations of the birth certificate but if you want to, why not? There are customs people in Kyiv that can read English, no problem. And the translation itself doesn't have to be "certified" it must only be sworn to by the translator that "I certify this to be a true and correct translation of..." Anyone proficient in both languages can do the translation if you feel it is necessary.
