I do not see anywhere when this form is needed or submitted. Is this necessary? if so when is it submitted? I mean you do not even obtain the EMS label until the interview if I understand things correctly. I do not see were this is anything that NVC ask for. They only want the 864, 3032 and 230 part 1 and 2. I need help withh this one. I am trying to prepare everything in advance since I had an RFE and do not want any other delays. I need a very good explaination on this one HELP

Did you try posting in the National Visa Center area, maybe peeps are more familiar there with this stuff or at least will pick up on it quickly.

This form is required in certain countries. China includes it in Packet 3 and it has to be sent to NVC. Here is the list of all of China's P3 forms.

Basically everything goes to the NVC now. You need to send in everything listed on the NVC site plus the OF-169. The EMS label and photos as well goes to NVC. PM me with any specific questions.
