Sorry, I don't know. Did you check the government's website? Did you apply with her married name? If so, and they still sent it in her maiden name, it shouldn't cost you anything. It was there fault. If it is you wanting it changed, and you applied in her maiden name and want it in her married name, I don't know that I'd change it right now. The important thing is her GC. This costs tons of money to change over, and depending on your status when she came into the country, it's either good for 2 or 10 years. Her EAD is only good for a year, so ensuring the the GC has the correct name on it BEFORE they send it, is important.

Is it true it will cost $280 to get her name changed on the EAD card?

If it was your mistake... since the EAD is a short-term interim benfit I would not do it... I would however be worried about the name that will be forthcoming on the greencard.
