I find it is typical of Arab countries and it is a name check. Typically it seems to hit arab males more but perhaps that is because there are more male visas coming out of the middle eastern countries???

maybe someone else knows more than i do?

In doing research I found the following information: Special scrutiny is now imposed on visa applicants who were born in or are nationals or citizens of certain countries. Sources indicate that individuals (Usually males from the ages of 16 to 45) from the following countries may be subject to this additional name/security check: Afghanistan, Algeria, Bahrain, Djibouti, Egypt, Eritrea, Indonesia, Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Morocco, Oman, Pakistan, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, United Arab Emirates, Yemen.

Both. He is Moroccan and will go through the process as a Moroccan. Immigration to another country does not remove the possibility of AR where warranted.
