hi jetty,

as far as i know even if your petitioner is a filipino..you still need to attend the CFO seminar and get the sticker.

the immigration will check it and if you don't have it they won't allow you to leave the Philippines.

yes you can go without your visa after the interview, they will allow you to take the seminar but in my opinion, its better to go there if you have your visa so you don't need to go back for the sticker (thats what i did)

Agree

Also, you can go and have seminar even before the interview. Just bring the necessary requirements. When I had my seminar, most of the fiancee's who attended with me didn't have interview yet. But as Littleasian suggested, it's much better to go when you already have the visa. It will save you time.

The choice is yours :)

it does not matter if your petitioner is a Filipino. Just be sure that you bring with you a copy NSO CERTIFIED birth certificate, CENOMAR ( VERY IMPORTANT ) and other documents which you may need to show them ( DIVORCE PAPERS, if your petitioner was a divorcee ) - address and contact number of your petitioner abroad, etc. I went to CFO seminar week before I received my visa, but then I need to return for the stamping of my passport. And of course money to pay your regsitration with them. GOOD LUCK
