I doubt anything will happen flying or traveling by train. If you are concerned, get a state ID, and use that as your ID, along with your paperwork. One thing to remember, ICE is more concerned with those people that are here illegally, not those that have gone through the process.

I know for a fact, ICE will not concern themselves with only one person, unless they are on the name HIT list.

Of course it is safe to travel within US. I have traveled to many states including Hawaii and US territories like Puerto Rico. ICE is not present at the gate since you are not going out of US. Even if TSA gets themselves concerned (which I would never believe because its not their area of responsibility) your relative has a legal status since she has an AOS pending. Even if she didn't have an EAD card she is still legal and she wouldn't get into any trouble traveling anywhere in the US.
