THE FAST LANE: The new express lane, right, is separated from regular traffic on I-95 by plastic poles.

95 Express, the program that will supervise traffic on the former high-occupancy vehicle lanes on I-95, is introducing express lanes and bus rapid-transit service to reduce congestion from I-395 in downtown Miami to Broward Boulevard in Fort Lauderdale.

It will operate as high-occupancy toll (HOT) lanes, separate from regular traffic lanes, that drivers can use when their time is more valuable than the toll they might pay. Based on the level of congestion, tolls will fluctuate with the goal of keeping traffic moving at approximately 50 mph.

Tolls are expected to be introduced this fall. Rates will be clearly posted on electronic message signs and will be collected electronically through the SunPass system. Toll-paying drivers will need to own and display a SunPass.

This is a fcuking communist idea! I thought we lived in a free country.

You'll see more HOT lanes in the future. Building materials, right-of-way acquistion and reductions in revenues in gas taxes are forcing the government to find other ways to finance roads.

Politically it's the kiss the of death but increasing the gas tax would get more people off the road and reduce fuel consumption. At the very least it will get rid of SUVs over time.

Just the gas guzzling ones. :)

Those like the Ford Escape (hybrid) will be fine.

Minneapolis already has HOV Toll lanes. The tolls range from $1-4 depending on time of day. http://www.mnpass.org/
