Can you file a DCF in a country foreign to both husband and wife?

Are there any countries other than the US or Brazil where we could file a DCF? It seems like most countries require residency in order to file a DCF.

I just completed DCF in Australia and there is a 6 month residency requirement.

The post you linked to is dated 2006 and much of the information is outdated

Yes in the Middle East it varies to 60 to 90 days prior to approval.. You should have a resident in order to file CR1 visa overseas. (DCF)
