Interview Date on Oct 1st.

I Petitioned for my Mom in July, 2004 and I finally received the Interview date for my mom at the US Embasy at the Dominican Republic. My Mom has a 17 years old daughter and I was wondering if they are chances that the consular would approve her a visa to come to the U.S. with my mom. If they don't approve the visa for my sister, how long does my mom has to wait to petition for her?

Timeline

From the limited information that you have given, my guess is that you are a US citizen who petitioned your mother in the Immediate Relative category. Your mother is the beneficiary and there is no derivative beneficiary in that category. That means your sister will not be able to receive a visa at this time.

As a Legal Permanent Resident (LPR - greencard holder), your mother will be able to petition for her daughter. Your sister will be classified in the F2a category, spouse and children of LPR. The current priority date is January 1, 2004. So there is about a wait of almost 5 years. By the time your sister's application becomes current, she will have aged out ( turned 21 years of age) and be reclassified to the F2b category. There is a wait of 8-9 years.

If your mother becomes a US citizen in 5 years, your sister's application would be reclassified into the F1 category, USC petition for unmarried children. The current wait is about 6-7 years.

The wait becomes longer if your sister was to get married.

I'm a US Citizens petitioning for my Mom. I just wanted to see what was the best option for my sister to come to the US sooner.
