I am about to file I- 130 for my mom next yr. My question is,can my 12 yr old sister come with her with that petition?what should I do?

No, your sister will need her own I-130. If your mom cannot travel without your sister then do not expect mom to come anytime soon as the PI is way oversubscribed for visas...

That's right. You will need to file a separate I-130 for your sister which will take years to be approved and then more to get a visa # assigned.

The other option you may have is petition your mother (even though she'd have to leave your sister back home) and then try to get her to become a US citizen. As a US citizen she can petition your sister a lot faster.
