What is changing rates going to do to stem bank failures?

It'll help in situations like AIGs where the issue isn't that AIG doesn't have sufficient assets, rather the issue is of inadequate liquidity.

Cut the rate....sink the dollar.

I agree. Cutting the rate is cutting our thoats.

I'll third that. Look what the weak dollar did to oil prices for so many months. The dollar is stronger and it is a factor in the drop of oil prices, not the only reason, but still a contributing factor.
