Birth late registration in Philippines

My mother who I will be petitioning next year is in the process of having her birth registered(late registration) . My question is, does NSO issue birth certificate for late registered person. If not,what can she do so that the NVC will validate her BC even though it is not issued with NSO paper. And I know,base from my experience,the US embassy requires the BC in NSO paper for interview. Please help.Thanks!

Since your profile says AOS (pending) I am curious if you are or soon will be a USC?

I will file N400 next month. But I am just gathering the stuffs that my I need for my mom so that when it is time for me to petition her, it will go on smoothly.Hope somebody can help me with this.Thanks again!

You can check the website of NSO, it has lots of info for you. You can obtain BC's online send to you or your relative in PI.
