Hi -

I am looking at the website about Visa reciprocity and what forms are needed but what do they mean by:

What do they mean by Number of Applications and Validity Period.

My Fiance is having issues receiving the police certificate....The police are being jerks and are giving him hard times in issuing the document. Previously the certificate was through United Mission in Kosovo (UNMIK) but they have handed over the issuing to the local police. EULEX is taking over for UNMIK but are operational as of yet. So basically the police are not following guidelines....

I don't know what else to do about this.

Visas and visa requirements are on diplomatically negotiated terms. The website is a recap of the terms and or information that the state department currently understands them to be.

"Validity period" is how long the visa is valid after it is issued. K-1 is valid for 6 months after it is issued.

"Number of applications" means how many times the visa can be used to enter the USA, K-1 is a single use visa (1 TIME).

FEE is not listed on the table, K-1 Fee to the consulate is $131 or equivalent in local currency.

Visa fees do tend to track. Note the visitor visa fee to China is now $130 whether single, double or multiple entry. A year before the Olympics, the single entry visa fee was only $50.

The only practical purpose for which we use the reciprocity site is to confirm whether a visa coming from a specific country might have an out of the ordinary validity period. It's pretty rare.

Thanks for the explanation. Do you think anything or do you have any suggestions on getting the police certificate out of the Kosovo Police?

Playnice is also having this problem. We have tried contacting the embassy, police and even EULEX. The police just don't want to give it up for whatever reason.....I don't want to say what I think of them but they seem shady, I can't possibly think they are this lazy.

I forgot, there is some information about that kind of availability too. You should understand "lived" as legally resided rather than just visiting. With that in mind, contact Kosovo if and/or as instructed at the link you gave.

Police Records

Available. Police certificates (Vertetim/Potvrda/Certificate) may be obtained from the local offices of the Kosovo Police Service (Sherbimi Policor i Kosoves) at the municipality where the person resides. The police certificate will usually document whether the person has a criminal background and if there are any records in the police database. This record check was previously available from the UNMIK Criminal Data Unit (CDU) however this function was shifted to the local police service following Kosovo independence.

The police certificates are issued with limited information and they cover only the period from 1999 to the date of the request. This certificate should not be confused with the certificates issued by the courts (Vertetimi nga Gjygji/Sudsko uverenje) that cover only the period of the past six months and indicate the absence of any investigation, charge or conviction in that period.

Looks like they're only available if you resided there after 1999.

Fiance has lived in Kosovo all his life. He is unable to go back to the embassy with out this police certificate and they don't want to issue it. It has been going on for while now.

I can contact Kosovo all day and every day....they dont care about issuing the certificate and with no body being there babysitter like UNMIK and/or until EULEX goes they just plan on doing nothing. Maybe they want money I don't know what there problem is.

you've been waiting since March 4th for the police certificate?

Perhaps your Representatives can contact the Consulate on your behalf?

Did you call DOS?

Do you know of any lawyers there that work with the Embassy?

Yes.....there was a change of issuance of the certificate....I have not contacted anyone on our end except the consulate. I don't think they can do anything since they have not done anything wrong. This all started with not having the UNMIK certificate. Than in waiting for that UNMIK was not offering them any longer. Than it went to the local police. Originally the Embassy did not want the local certificate since they had UNMIK there. Now that UNMIK is not offering the police certificate the loccal one is okay.

All the embassy says is that they have not seen this issue before. When there another person on this site with the same problem. Since there are like 5 people on here with SO from Kosova on here. I am assuming it is a problem. It is difficult since the people from Kosova have to interview in another country.

I don't think the US government is going to change there guidelines because the Kosovo police does not want to do there job.

Tell your fiance to give 200 euros to an officer and they'll get it ready for him in few days.

Thats how things work down there :)

Vermont Service Center:

11-23-2007: I-130 Sent

01-25-2008: I-130 NOA1 Received

08-26-2008: I-130 NOA2 Approved

NVC:

09-02-2008: NVC RECEIVED CASE

11-19-2008: CASE COMPLETE
