Oh no! I think my timeline is neither right or wrong. I don't really know what these packets are. What I only got is the letter from USEM where it states there that I can call them and set up an interview date. I'm not sure if this is packet 3. I need to correct my timeline. But what are these packets anyway?

Just follow what it says...it says that you can call them & set your interview, so go ahead. that's what you should do 1st thing tomorrow! just ignore on what packet is that, what is important is that you can now set your interview date anytime you want...

Packet 3 and 4 are forms and instructions from NVC or National Visa Center.

Packet 3 & Packet 4 are not from the NVC.

These packets are commonly known as Packet 3 and Packet 4 as thats what they were called in the past, but are now often referred to as 'information packet' and 'interview packet'... much more self-explanatory I suppose.

Packet 3 (aka information packet) is sent from the USEM and usually includes many forms (that you can usually download anyway), information regarding your medical and a checklist for what is needed for an interview. Not ever Consulate will send it out so it's important to check with others who have gone through the USEM that you are interviewing with to find out how the process works there.

Packet 4 (aka interview packet) is also sent from the USEM and will include, yes... your appointment time and date.

Because you are going through Manilla, you are going to want to check our Sherrif Uling's sticky post regarding the interview process there as it's quite unique.... read this.

Packet 3 and 4... is from Manila USEM. Inside are instructions and forms and check list for the documents needed for your interview. As far as I know the USEM will send the packets thru postal mail.
