Can my wife send a copy of her passport for the I-130 that still has her maiden name, or do we need to get her a new one before we file.

As long as her passport name is included in "Other names used", they will make the connection...

She may want to for convenience and ease of travel but that is another question

It would depend on whether she has officially changed her name? It is recommended to get a new passport. However, as fwaguy said they can make the connection. I personally wouldn't take the risk.
