jazzy,

Issuing a Receipt Notice does not mean that processing of the case has begun. Unless you consider the act of issuing the Receipt Notice an item of processing, but that would be a rather trivial bit of processing.

Yodrak,

Trivial or not, this DOES mean the processing has begun, its when the petition/application first enters the system. To most people this is not trivial...its a very much anticipated and important part of the process.

jazzy,

The petition has entered the system effective the Receipt Date. And from then on it sits on a shelf until moved to a case officer's desk, regardless of when the Receipt Notice gets issued (the Notice Date).

jazzy,

What you said before, in your first post in this thread, is that processing began on 25 May in ual's case - his Notice Date, not his Receipt Date.

That aside, if you want to consider sitting on the shelf to be in processing, so be it. The USCIS considers that processing begins when a case is taken off the shelf and in given to a case officer for review and decision. Hence the Processing Dates that they publish.

Yodrak,

The notice date IS the reciept date. There are 2 dates on the NAO #1..the recieved date date...when it was physically recieved via mail...and the notice date, which is the reciept date being that it is a "reciept" notice. Further the USCIS conciders the processing to have begun when they enter it into the system not when they "take it off the shelf". Each "touch" is part of the process.

Many get confused on the issue of the NOA dates. The notice date is the date the NOA is generated. The receipt/received date is the date that is also stamped on the petition as being received at the service center. The use of the word receipt or received varies depending on if one is issued with a I-797 or an I-797C. The C being the newer version of the form, thats all. The received/receipt date is the priority date. See here http://www.visajourney.com/forums/index.php?showtopic=14868
