Is this for a K-1? If so the letters of intent do not need to be notorized. Only the I-134 does, and that's for the interview.

Letters of intent filed with the initial petition do not need notarization.

There are cases when a visa is initially denied that a Consular officer may request a notarized updated letter of intent from the petitioner but notarizing the initial letter would not satisfy that requirement.
