I've a little bit of dilemma. My wife's PCC was taking lot of time and thus I sent her DS230 w/o it as the operator told me you can and also write a letter explaining why cant you submit one.

Sept 5th: DS230 received by NVC w/o PCC (it's still under review)

Sept 15th: I will receive PCC 1 (from passport office) -- if I fedex them, they probably will receive by Sept 16th.

Week of Sept 22nd: I will receive PCC 2 (from local police station)

Now dilemma is, I dont know if they will process DS230 W/o PCC so my options are:

1. Wait till NVC tells me they cannot process DS230 w/o PCC and then send documents.

2. Send PCC 1 as soon as I get it regardless of them generating an RFE (Also explain as passport issued less than 6 months ago I just need 1)

Note: passport 6 months expires middle of November..so if interview doesnt happen by then, chances are I need second PCC as well.

3. Wait till they generate an RFE and Send PCC 1 + 2 together..which will put me end of september / even early October. Dont want to wait that long..

My questions are has anybody gotten their DS230 completed w/o PCC or just 1 PCC (if passport issued in past 6 months)?

What option should I go for? People with RFE experience might be able to suggest.

How long does it take NVC to review DS230 documents after they receive it?

I am in similar situation. Online site has invoiced my IV Fee Bill but I can't pay right now because I don't have PCC from my wife. She already has PCC1 but she still has to get PCC2. So I am just waiting to send out my DS230 because I didn't know you can send DS230 without PCC. I don't want to deal with the hassel of writing a letter to explain why I am submitting DS230 without PCC and writting another letter after I get my PCC to explain that these PCC are part of already submitted application, etc. Too much paperwork.....

If NVC operator has already said DS230 without PCC is ok, then why don't you wait till both PCC arrive at your home in USA? It's only difference of 7 days. Send both PCC out at the same time along with letter explaining these PCC are part of DS230 you already sent and why you are sending PCC at later date. I would also write your case no. on both PCC. If you are worried about messing up original version of PCC, I would attach a sticky note to PCC and write a case no. on that note. DON'T send PCC without a letter of explanation and case no.

NVC can NOT approve/process your DS230 without PCC. They may allow you to submit DS230 without PCC but for DS230 to be 'complete', you have to submit all evidence that they ask for. Regardless of whether you submit DS230 now and wait for PCC to arrive from India OR you send everything after PCC arrives, you will have to wait till end of september because your case would not be 'complete' without PCC. However, I would NOT wait till NVC generate RFE. And I also would NOT send one PCC after another. Send both of them together so whoever is looking at your case gets both PCC and approves your case right away instead of letting the case rot on their table after receiving the PCC1 and then waiting for PCC2. I feel like that everyone's application goes thru this 'buffer time' where nothing is happening to their case becase either someone is looking at other cases or documents are pending to be submitted. I don't want to have my case go thru this 'buffer time'. If you send your PCCs seperately, this may happen to your case.

So, if you have not sent your DS230, my advice is that don't send your DS230 without PCCs. Even if you send it without PCC, it's not going to get approved without PCC. So, it will only get approved once you send in the PCC. So why not send everything together. Plus, you may risk delaying your case if it goes in the waiting queue. Just send everything at once, and whoever is looking at the file will get all required documents at once and hopefully approve the case right away.

Plus, you are one of the lucky ones from Vermont Service Center :) . Your case was approved in only 101 days. You have got a good thing going here so be patient to avoid any delays with your case.

I have been reading this topic for a while and getting very confusing answers from everyone. It seems that requirement for Gujarat and Punjab is diff then people down in Hydrabad or Chennai. So I would suggest you go ahead n submit all you have n see if they go ahead n approve ur DS-230. If they do not then you can always send them whatever they require later on. Just my opinion.

Lets see what happens. 1 of the operator suggested me to do this. If they dont approve, I will submit it regardless of RFE.

I was in the same hole. Police Certificate ####### wasn't ready so I started to call. Almost talked to 10 different operators and they all gave me different answers.

Some said you will get an RFE and some said just explain, some said it is OK and some said it is not OK.

I didn't send it and I will get the PCC next Monday.

But in your case, did you explaing the situation? If I were you, I would wait for the RFE if they give it to you. I won't create more confusion by sending each PCC seperatly as they will get really confuse.

Try to call the Live person, as soon as you found out that you got an RFE, you can use LOTO and James shortcut to send your two PCCs and generate your own barcode.

At least you might be able to not waste more time with that.
