with valis toursit visa but under petition for F2B category

May I ask anyone here who happens to know if a holder of a valid tourist visa does not have to leave the US to process and wait for his immigrant visa approval under F2B category. He is from the Philippines and the priority date of his petition is July, 1997? Current priority dates now for Philippines for F2B is April 8, 1997. The person petitioned is currently an OFW in Canada and he would like to know if he can have his papers including his interview be done in Canada, or if he can just go to the US for that purpose and wait till he get his immigrant visa. His mother already received an application form sent by INS and is being required for an application fee.
